Restore backup and In App Purchases are in the same place as in iOS. Open the settings tab in the Mac app and scroll down.
Instead of iCloud I would recommend using Airdrop to transfer backups to your Mac as these files tend to be very big and Airdrop transfers are as fast as your Wifi network. No data is transfered to the internet like with iCloud.
