If "Delete All Cloud Data" does not work, go to iOS settings > Tap on your profile pic > iCloud > Storage > Stage Traxx 4 and Delete all data there.
If this still does not work, try to uninstall ST4 (copy the full backup somewhere safe before that), reinstall, restore backup and then enable iCloud data.
Btw, it is not necessary to delete cloud data before restoring a backup. Restoring a backup while icloud sync is active, will replace everything in the cloud with the new data from the backup.
