ST3 MIDI Commands to Kemper

So I currently use ST3 to change my Kemper performances and profiles within each slot. However, I cannot get the MIDI command correct to toggle a slot X button/effect on/off correctly. In this example, I would like to know the ST3 MIDI command to toggle on then off. The Kemper guide seems to indicate just sending the CC toggles it from one state to the other, but it isn't working for me. See below. I've also tried [midi@00:02.00: CC22.01@2] with no luck.

How did you get the codes into Stagetraxx to begin with? I have a Kemper also and haven't got started yet. Do you have to do it through a sequencer (like Cubase) track, or can it be done via Stagetraxx?
