No, it's not common and this bug does not affect every user. I have not been able to find out when exactly it manifests and when not. It is caused by rather big changes to the database which is something that I usually try to avoid if possible. In the 3.7 update it was not possible to avoid.
I would love to inform users about this possible problem before updating, but as I do not get any customer info from Apple, I have no idea who my users are. And writing it into the update notes in the AppStore does also not work because most users do not read those.
